National Corvette Museum Delivers VIN 001 70th Anniversary 2023 Corvette Coupe

If you don’t play, you can’t win.

Cliff Payne of Jacksonville, Fla., likely agrees with that statement after heeding the persistent advice of his wife that he should buy a ticket for the very special 2023 Corvette being raffled off by the National Corvette Museum.


Cliff and his wife Fran were in Bowling Green that day in June to attend the National Council of Corvette Clubs annual convention.

It would prove to be a trip that would pay big dividends for the Paynes when his ticket was drawn as the winner for 2023 VIN 001 70th Anniversary Carbon Flash Corvette Coupe.

“When I got the call, I couldn’t believe it,” Payne said. “I purchased the ticket after my wife, Fran, bought hers earlier that day, and she insisted that I buy one. This was our 40th National Council of Corvette Clubs’ annual convention, and I never expected to be celebrating this way. The new Stingray is just incredible, and to have that special VIN has been a dream come true.”

Payne actually received the call that he was the winner during his visit for the NCCC convention after the lucky number was drawn during the grand opening gala for the NCM’s new exhibit, An American Love Affair: 70 Years of Corvette.

Upon getting the good news, the lifelong Corvette fan, whose previous Corvettes have all been black, quickly came to the Museum, where he was greeted by a who’s who of the Corvette world, including recently retired Bowling Green Assembly Plant Director Kai Spande, Chevrolet Corvette and Camaro Product Marketing Manager Harlan Charles, and NCM President and CEO Sharon Brawner.

“Our Corvette raffle is a great program that not only furthers the Museum’s mission but also gives Corvette fans a chance to drive their dream,” Brawner said. “This was such a special drawing – taking place during the opening of our new exhibit, under the backdrop of our new Skywall, and Cliff being an avid Corvette fan and active Corvette Club member.”

Since the museum began Corvette raffles in 1999, it’s given away 432 cars, including the 2023 Anniversary car that Payne picked up on July 27 through the NCM’s R8C delivery program.

If you’d like to have the opportunity to become a winner, too, visit raffle.corvettemuseum.org. Participants must be at least 18 years old and be physically located in Kentucky at the time of purchase though they don’t have to be a resident of the state.

    Is there anyone who has won these raffles or received priority treatment who WAS NOT Corvette Club royalty, a multi-time Corvette owner OR a celebrity /influencer?
