Comedian Jay Leno is throwing his weight behind a California proposal that would exempt classic cars at least 35 years old from smog-check laws.
The current law exempts 1975 and older cars, but State Sen. Shannon Grove’s plan would apply to 1990 and older cars that aren’t used for regular transportation.
Thanks to the prolific car collector’s support, Grove has dubbed it Leno’s Law, and other heavyweights in the classic car world are excited about the idea, too.
“Having someone like Jay Leno in your corner is a definite bonus,” said Jeff Romm, sales manager at Corvette Mike in Anaheim.
Romm points to an L82 1980 Corvette in his current inventory that would benefit from the new law if passed. If this C3 remains in California, it would have to pass smog-check inspections every other year under the current law, not always an easy feat for classics since the original smog equipment may have been discarded by a previous owner.
“The smog equipment just disappears, or it’s broken. It’s extremely hard to find, and very, very expensive,” Romm explains.
Grove realizes that environmentalists in her state may be against her proposal but responds that it would apply to a limited number of cars that aren’t driven very many miles each year and so far colleagues on both sides of the aisle have expressed support.
“Obviously there’s people out there from the environmental groups that think that we’re trying to contaminate the air or not require smog checks, but that is just not true,” Grove said.
The bill would first have to be approved by the Senate Transportation Committee that will hear it next month, then OKd by the full Senate and Assembly before being signed into law by Gov. Gavin Newsom.

I have seen it suggested that any classic Corvette that was equipped from the factory with smog equipment, even those older than 1975, must still have that equipment installed in order to be accepted for registration in California. Is that correct, or does the current law exempt 1975 and older Corvettes from this requirement, as suggested above?
Asking for myself as a non-California owner of a 1966 Corvette that was originally sold in California, and therefore came equipped from the factory with the K19 smog equipment, but has had that equipment removed at some point in its history.
Might be easier to move
